Board of Directors

The Ross Valley Paramedic Authority (RVPA) is governed by a Board of Directors made up of representatives from constituent public agencies. RVPA is a Joint Powers Authority (JPA) comprised of eight governmental jurisdictions within the Ross Valley. RVPA provides Advanced and Basic Life Support emergency ambulance service to a population of approximately 53,000 residents across more than 20 square miles.

Larry Bragman is a trial lawyer in private practice in San Rafael, and has served on the RVPA Board since 2003.

He received his undergraduate degree at the University of Pennsylvania in 1977, and his Doctor of Jurisprudence at the University of San Francisco in 1980.

Larry has been very active in the community in volunteer or elected roles, including serving on the Fairfax Town Council, the Board of Directors of the Marin Telecommunications Agency, and the Board of Directors of the Community Media Center of Marin.

He has been very pleased with the quality of emergency medical service provided over the years, stating that “RVPA delivers the highest and most compassionate standard of modern emergency care available.”

Representing Kentfield Fire District

Mr. Corbet has been a Kentfield and Greenbrae resident since 1948. He is a Retail Hardware Store owner in business with his family in Larkspur since 1954. Bruce is a Board member of the Kentfield Fire Protection District, and a long-time member of Rotary International.

Dennis Gilardi

Representing Marin County Service Areas

Dennis Gilardi is a third-generation native of Larkspur. He has served on the RVPA Board for over eight years, and describes the quality of emergency medical services provided as “excellent.”

Dennis is a graduate of St. Marys College and the University of Santa Clara, receiving his M.B.A. in 1971. He became a CPA and a partner in a major accounting firm, working primarily in consulting and financial auditing in the healthcare and real estate industries. He went on to start his own business in 1984, Gilardi and Company, providing services in the Class Action industry. He is a widely recognized class/mass action Due Process expert, and a Court-accepted Expert Witness.

He has been and continues to be very active in the community in volunteer roles. This has included serving as Chairman of the Board of not only RVPA, but also Hospice of Marin. He has served in leadership roles for many years in the Interfaith Housing Foundation, Life House, and is a long-time member of the Larkspur Association of Volunteer Firefighters.

Scott Shurtz

Representing the City of Larkspur

Scott is employed as the Deputy Fire Chief for Larkspur FD. He is a graduate of UCLA, with a B.A. in Psychology, and has been certified as a Chief Fire Officer in California. He was born and raised in Larkspur, and is married with two children.

Chief Shurtz has been on the RVPA board for the past nine years, including serving as President in 2004-2005. He has also been President of the Operations Section of the Marin County Fire Chief Association in 2005, and a Central Marin Training Consortium committee member of the Marin Sonoma Fire Training Officers Association.

“We have exceptional Paramedics. The service has been excellent! As with any service, success is directly attributable to the folks who actually provide the service. I’m proud to be involved with the system that supports their mission.” He will work towards increased integration among partner agencies, and expansion of the medical mutual aid system.
